Obama taps public health expert for World Bank

WASHINGTON (Reuters) – President Barack Obama on Friday nominated a Korean-American known for his work in fighting disease in impoverished countries to lead the World Bank, a job emerging economies are contesting for the first time.

Jim Yong Kim, 52, is president of Dartmouth College, an Ivy League school in New Hampshire, and former director of the Department of HIV/AIDS at the World Health Organization.

Despite the challenge from emerging nations – Nigerian Finance Minister Ngozi Okonjo-Iweala and former Colombian finance minister Jose Antonio Ocampo were also nominated – the United States is expected to maintain its grip on the job, which it has held since the bank was founded after World War Two.

“He’s worked from Asia to Africa to the Americas – from capitals to small villages,” Obama said. “His personal story exemplifies the great diversity of our country and the fact that anyone can make it as far as he has as long as they’re willing to work hard and look out for others.”

The choice came as a surprise.

Washington‘s past picks for the World Bank presidency have had more standing in political circles and Kim’s name had not surfaced in several media reports on potential nominees.

Okonjo-Iweala, a respected economist and diplomat, is likely to draw support from many emerging nations that want to see the bank focus more on helping their economies develop and less on traditional poverty-fighting aid. Her backing by Angola, Nigeria and South Africa was a rare example of unity among countries often at loggerheads.

Ocampo’s nomination by Brazil also signaled the desire of emerging markets to have a competitive process as they move to try to upend the tradition of always having an American lead the World Bank and a European lead the International Monetary Fund.

The bank’s current president, Robert Zoellick, steps down at the end of June.

“You will see more of a debate, an assessment of the merits of the different candidates and the direction of the bank,” said Arvind Subramanian, a former IMF official. “It is not a slam dunk. It is not an obvious choice,” he said of the U.S. nominee.

Washington, however, retains the largest single voting share at the World Bank and can expect the support of European nations and Japan, the bank’s second-largest voting member.

Paul Farmer, a co-founder with Kim of the non-profit Partners in Health, which serves some of the world’s poorest countries, said the nominee would bring to the post a real world understanding of poverty and a sense of purpose.

“A lot of people who live in poverty in the world today feel that the World Bank has stalled and needs?new vision,” Farmer, the chairman of the Department of Global Health at Harvard University, told Reuters in Kigali, Rwanda. “One of his qualities is that boldness of vision.”

NARROWING THE FIELD

U.S. economist Jeffrey Sachs, who had been put forward for the job by a group of small countries, withdrew and threw his support to Kim. He had cast his uphill candidacy as an effort to break Washington’s penchant for political appointments.

A Canadian government source said Canada would back Kim and South Korea, his boyhood home, also signaled its support. But India said it wanted to consult the other so-called BRICS countries – Brazil, Russia, China and South Africa – before deciding, and Mexico also said it was keeping an open mind.

The rise of emerging economies such as China, India and Brazil has put pressure on the United States and Europe to throw open the selection process for both the bank and the IMF. Last year, all of the bank’s 187 member countries agreed on a transparent, merit-based process.

The World Bank board of member countries has promised to make a decision by the time of the IMF and World Bank semi-annual meetings on April 21.

U.S. Secretary of State Hilary Clinton and Treasury Secretary Timothy Geithner advocated for Kim’s nomination, White House spokesman Jay Carney said, adding that a number of candidates were considered, but not all were interested.

CHALLENGES AHEAD

The new World Bank chief will take over at a time when the euro zone’s debt crisis is weighing on the global recovery, undercutting demand in the poorer nations that often rely on funding from the bank.

He or she will have to decide how best to deploy resources in a budget-cutting environment in which large bank shareholders, such as the United States, are demanding results, transparency and greater efforts to tackle corruption.

In the end, the choice may come down to political horse trading. Russia has refrained from publicly backing a non-U.S. candidate and has instead called for a greater role for emerging market countries in other top positions at global financial institutions. World Bank board sources have said a deal could arise in which developing and emerging economies win the top post at the bank’s private-sector lender.

Kim, who holds both an M.D. and a Ph.D. from Harvard University, led a World Health Organization initiative that is credited with providing access to HIV treatment to millions of people in developing countries.

Dartmouth faculty gave Kim generally high marks, saying he dealt ably with the school’s impaired balance sheet in the wake of the financial crisis. However, in February, 105 faculty called on him to do more to combat hazing after a student detailed abusive practices.

Some students faulted Kim for focusing too heavily on post-graduate programs to the detriment of undergraduate studies and using Dartmouth as a platform for higher aspirations.

“From the first year he got here there was a pretty general consensus that he was using Dartmouth as a stepping stone to get to something bigger,” said Kurt Prescott, a 21-year-old senior.

I visit with my 16-year old niece, Cindy, about once every six weeks, but we email each other weekly. E-mail has changed our relationship….It’s opened things up.

In this instance, the act of writing via email provided a niece with a safe way to explore issues, a way to reflect on her challenges with her boyfriend, and fortunately her aunt was both responsive and wise.?

One uncle, Al, described how he exchanges email with his sister several times per week and speaks on the phone monthly, although they are able to visit only a few times per year, usually over Christmas and summer vacations.?? “They are not long [email] notes,” he says.? “That’s how I know what [my nephew] is doing.? [My nephew] is in the dog house right now about his math grades.”? Another uncle visits with his nephew three or four times annually, but he is kept informed through his weekly contact with his sister (the nephew’s mother), and daily email contact with his mother (the nephew’s grandmother).?

My mother is the hub.? Everybody communicates with her and she disperses [news] out mostly by email these days.?? She emails at least once a day to each of us…often two or three times a day.?? I always reply, even it is very succinct….

In the last year my nephew came to neither Thanksgiving nor Christmas.?? People were very upset about that.? RM:? Who communicates with [your nephew] about this?? Probably both my mother and my sister to let him know they are not happy about that.? RM:? Would your sister let you know that she was not happy?? Oh, yes.

These exchanges demonstrate how families routinely share information and communicate their expectations of one another across multiple households, a stream of communication that occurs with or without the benefit of face-to-face interaction.?? Email, home phones, and cellular phones provide ways for family members to easily maintain contact with one another.? The newer mediums of social media sites and cellular based communications can and do enrich personal relationships.?? They are readily utilized to supplement relationships with relatively frequent direct interaction, and where geographic distance or personal circumstance limit personal contact.? Under these circumstances they are welcome alternatives.?

In a mass survey of the impact of internet use on the daily lives of Americans, researchers at the Pew Internet and American Life Project tracked current use by querying volunteers about what they have ever done online, as well as what they did in the previous day, and in this way captured a snapshot of online activity. The use of email rather than replace media rich in-person communications seems to encourage more frequent communications of all forms and closer relationships, a finding supported by a growing body of family research.? Online Americans report their use of email and social media has increased the amount of contact they have with family members and friends, and for a significant proportion has brought them closer to their families, improved their family relationships, lead to new insights about family members, and restored formally dormant relationships.?? This work is also suggestive of how email, texting and similar technology based mediums offer communication opportunities that might not occur otherwise.?

Texting and email transfers, however brief, enhance the knowledge family members have about one another, and consequently the closeness of their relationships.? A 41 year old woman shared: “Little funny things that my nieces and nephews do that wouldn’t be worth a long distance phone call I get to hear about through email.”? Her comment is consistent with the aunts and uncles I spoke with recently who routinely communicate on-line with their nieces, nephews, and siblings about routine daily life.? It may well be that email, text messaging and the like facilitate the transfer of the slight detail, the “little funny things” which few others know but nonetheless serve to ground intimate relationships.?

WASHINGTON (AP) ? Silly-season pollen seems to have infected the campaign trail.

On the Democratic side, the excitable Vice President Joe Biden made the jaw-dropping claim that the raid that killed Osama bin Laden was unsurpassed in its audacity by anything that has happened since the 16th century ? that’s right, for 500 years.

Among Republicans, a punchy Rick Santorum declared that President Barack Obama‘s health care law makes the life of every single American dependent on the government.

Seriously?

However far-reaching, the law is neither life-giving, nor health-destroying, and most Americans probably won’t feel a thing.

Mitt Romney, for his part, continued to blame Obama for banning old-fashioned light bulbs even after it was pointed out that Republican George W. Bush was the president who made the decision crowding those energy-wasters from the market. That was somewhat audacious, although not in the ballpark of the night-time raid on the lair of bin Laden.

Then again, nothing is in that ballpark, as Biden sees it.

A sampling of weird claims lately from the Republican presidential nomination race and the awakening Democratic campaign to re-elect Obama:

BIDEN on the bin Laden raid: “You can go back 500 years. You cannot find a more audacious plan. Never knowing for certain. We never had more than a 48 percent probability that he was there.” ? At a Morris Township, N.J., Democratic fundraiser Monday.

THE FACTS: Pick your audacity for the ages. A partial list of awfully bold and odds-defying plans of the last 500 years to stack beside the bin Laden raid for comparison:

?George Washington’s nighttime crossing of the Delaware in December 1776, capturing 1,000 prisoners with fewer than a dozen casualties in his own army, in a watershed for the American Revolution.

?Any number of daring feints and bloody raids of the Civil War.

?Dec. 7, 1941, the sneak assault on Pearl Harbor by more than 350 Japanese planes that killed more than 2,400 people, decimated the Pacific Fleet and drew the U.S. into war.

?June 6, 1944, D-Day, the surprise landing of 160,000 Allied troops on the massively fortified shores of Normandy, France, supported by 5,000 ships and 13,000 aircraft ? a “nothing less than full victory” gambit that unleashed armies on a march across Europe to crush Nazi Germany.

?The Sept. 11, 2001, destruction of the World Trade Center, damaging of the Pentagon, downing of four airliners and deaths of nearly 3,000 people, at the hands of hijackers with knives, set loose by bin Laden’s al-Qaida.

Biden’s remark has prompted a U.S. Naval Institute blog to build a list of 500 audacious acts over 500 years ? many with a seafaring flavor, given the contributors. Astonishing acts of courage, or foolishness, are recounted, some lost to the memory of all but the most ardent history buffs: British sailors paddling canoes into a Norwegian fjord to attach mines to the German battleship Tirpitz was one.

In 1519, the Spanish conquistador Hernan Cortez personified the audacity of hope when, after landing his men on the shores of Mexico, he ordered his ships burned, beached or scuttled so there could be no turning back. His invaders pressed on to defeat the Aztec empire.

THE FACTS: Except for Santorum’s point that people’s lives are critical to them, the statement is problematic. The health care law sets up no new dependency on the government. To be sure, the law provides federal aid so more than 30 million uninsured can get coverage. But that doesn’t equate to dependence, any more than tax breaks for home ownership or getting a college education do. Most Americans will continue to get their insurance through their employer. They might or might not find their insurance cheaper, depending on whether the law succeeds in curbing costs, but they are not becoming wards of the state. Older Americans already depend on the government for Medicare, as they have for nearly a half-century.

ROMNEY: “And the government would have banned Thomas Edison’s light bulb. Oh, that’s right. They just did.” ? Speaking about the Obama administration strangling innovators Tuesday night after winning the Illinois primary.

THE FACTS: In 2007, Bush signed the law requiring bulbs to use less electricity, an act for which Romney blames Obama. The standards do not ban the traditional incandescent bulb but require a higher level of efficiency than the old generation of them can achieve, making them pass? to produce anymore when far more efficient alternatives are available.

The law only became contentious after its enactment, as some conservatives seized on it as an example of overreaching government. At the time, the legislation was passed with bipartisan support and enacted with praise by the Republican president.

In an economic speech Monday, Romney explicitly accused “Obama’s regulators” of banning the bulb. The Washington Post called him on it.

On Tuesday night, Romney still unmistakably cast Obama as the bad guy in asserting that the government “just did” ban the bulb and in saying that pioneers such as Edison and the Wright Brothers would have had a hard time inventing “under Barack Obama.”

Last year, four of Edison’s descendants endorsed the new standards and said the great inventor would have been opposed to politicians trying to hang on to an outdated light bulb.

Nor will the success of interventions aimed at pregnant women be seen for many years, noted the study’s authors, speaking at the briefing.

O’Grady, citing current CDC figures, said more than one-third of U.S. adults are overweight, another one-third are obese and 6 percent are extremely obese.

“That’s right around three-quarters of the population,” said O’Grady, a senior fellow for health care research at the National Opinion Research Center at the University of Chicago and a principal with O’Grady Health Policy, LLC.

One estimate puts the annual cost of obesity at $147 billion, representing almost 10 percent of all medical expenses, the report said. But the Society of Actuaries — which adds in lost productivity, employees on full disability and absenteeism — puts the costs closer to $300 billion a year.

And at a minimum, the Congressional Budget Office predicts that per-person, obesity-related spending will increase an average of 3.6 percent a year, the report said.

The authors are asking those who make up budgets, including the Congressional Budget Office, to take into account a growing body of scientific literature on the toll of diabetes as well as hopeful interventions when they tally the price of obesity.

A window of 25 years will help policy makers arrive at more accurate long-term estimates, they said.

“Ten years is adequate for food stamps and aircraft carriers, but there are certain policy areas where we know the disease has a 20- to 25-year progression. You need the flexibility to go beyond 10 years,” O’Grady said. “We probably want to modify the status quo of how we measure these things in order to capture the full value of that.”

Marks said two of the greatest challenges the nation faces are restoring global economic competitiveness and the skyrocketing costs of medical care, which has become perhaps the biggest obstacle to long-term economic strength.

“Obesity lies right at the center of those challenges,” he said. “The way Congress acts to score legislation, using only a 10-year horizon, misses a huge part of the value of preventive efforts.”
